How to get Earth-Encrusted Gems in WoW The War Within
In The War Within, Earth-Encrusted Gems are rewarded for progressing Renown (reputation) with the expansion’s four major factions. You get a total of 10 Earth-Encrusted Gems across all four reward tracks at the following Renown levels.
When you reach the designated levels, the Renown quartermasters will give you a quest (which you can complete immediately) to get an Earth-Encrusted Gem.

I also found Waxmonger Quizik, a Keeper of Renown for the Assembly of the Deeps faction, next to Auditor Balwurz in Dornogal—near the coordinates 39, 24. Since I’d reached Renown level four with his faction, he also gave me an instantly completable quest that awarded an Earth-Encrusted Gem.
How to use Earth-Encrusted Gems in WoW The War Within
In The War Within, you can spend Earth-Encrusted Gems at Osidion, the Ensemble Quartermaster in Dornogal at 57, 61, to buy cosmetic gear for transmog.
Each Ensemble costs one Earth-Encrusted Gem, giving you all the items in the set. The Ensembles look fairly basic, but there are seven unique sets to choose from, with four or five recolors each.
