You can get Cooling Metallic Foil in The First Descendant from Encrypted Vaults and Storage Boxes in White-night Gulch. There’s also a chance of Cooling Metallic Foil dropping from mission monsters in that zone.
To open the Encrypted Vaults or Storage Boxes, you need a Code Analyzer or Code Breaker (depending on the difficulty). The rarer is the key, the more Cooling Metallic Foil you can get from the vault.
